How would it benefit the server:
It could prevent suggestion Thread Spam, which would overwork Forum Staff

Potential Issues/Exploits:
Could prevent the GOOD ideas from coming out.

Additional notes:

It is literally as it reads, after posting my last suggestion I realized I have made a LOT of suggestions, some of which SUCKED, perhaps limiting each person to 3-4 suggestions a day could lower the spam a tad? Regardless of if this passes I will try to limit myself from now on lol
