SCP:RP Unclear Rules

The CI rules are exactly:

Chaos Insurgency
• 1d-CI. You may raid the SCP labs to break out the SCP's and Class D's.
• 2d-CI. You may attack SCP security research personnel.
• 3d-CI. You may not attack Class D's (unless attacked by them). You help them escape.
• 4d-CI. You cannot build in the Foundation.
• 5d-CI. You may only base in the Chaos Insurgencies spawn base.
• 6d-CI. You may only raid every 20 minutes. (TIMER STARTS ON DEATH)
• 7d-CI. You may not spawn camp.
• 8d-CI. You can only raid the facility.
• 9d-CI. You may not shoot through the office windows unless someone else shoots through them first.
• 10d-CI. If you are caught by an enemy when using your disguise swep, you must revert within 5 seconds and engage in combat. (If combat is to ensue at all).


No where it says that CI have different raid timers, this led me to believe for a while, that CI had different raid timers for each person. Now I will explain why this is an issue:

(Not all dialogue is word for word, there may be some inaccuracies)

I was playing as CI, so I had just swap jobs to CI to go to raid the facility. I entered and shot 1 field agent hanging around by the trains. A few seconds later Slender teleports me and tells me "your group raided 10 minutes ago, so you cant raid now", I told him what I thought the rule was and he told me that the raid timer would have to be reset to 20 minutes again because of what I did. I tried explaining again to him in OOC on what I though he said "Staff have the final say" so I gave up. Later on he told another CI we could raid now, it was about 10 minutes after I entered, so we had the same timer as before so it was not a problem at all, I would just like this clarified in the rules to prevent similar occurrences.

nowhere does it say staff have final say. the last "final say" ive heard of is from owners of head admin+

I will deal with this. What you did was correct and not against the rules. (Raiding even though the CI team went in 10 minutes ago). There is nothing in the rules to say otherwise to this, in addition to that, you were not CI before hand and possibly did not know of this. This is one of the times where things can be gray spotted as the rules do not clarify this, nor does anything else exactly. There's many situations and times in which things matter more than just the rules and it is hard to really justify these. With this being said, I personally think a global raid timer is a better idea and that Slender was with good intentions on bringing you out and not warning you. Although he did say that staff have the final say, he technically does because of his rank but cannot enforce anything permanently (such as if there is a situation without rules against it that might be fail-rp but not by definition). However, that does not mean you do not have the freedom or cannot dispute it here (as you're potentially doing now), so thank you for doing so as this helps us in the future.
