Suggestion Title: Comm improvements
How would it benefit the server: radios would actually be viable.
Potential Issues/Exploits: none as of now
Additional notes:
Comms are almost always flooded with 50+ people on (and get very cancerous even when below that number). Comms need some work to be practical when 50+ people are on (US SCP-RP).
Comms should always give output (like they do now), but in order for a user to give input they MUST hold the radio (and hold a button--IF necessary).
