A problem with Rule 64

Suggestion Title: Removal of Rule 64

How would it benefit the server: Rule 64 currently stands against half of the scps purposes. SCP-096 can now not kill a CI who looks at him, 682 cant kill a CI who shoots him, 106 cant do his job, 372 cant kill any CI who shoots it... just a bunch of things wrong with this rule!

yeah but most scps kill without bias so this rule makes no
