Changelog:
-Fixed 106's ability to go through doors.
-Fixed SCPs that are restricted from moving from being able to walk.
-Removed event buttons and turned them into commands.
-Fixed air raid event.
-Made a check to only allow site director guards if there is a site director.
-Fixed !workshop command.
-Fixed the detain tool being able to arrest SCPs and surface jobs, and fixed the arrest tool to not be able to arrest SCPs.
-Hotfixed SCP-079, and unsuspended it.
-Fixed various admin tools.
-Enabled the Primary Lightswitch.
